Proposing an amendment to the Constitution of the United States allowing unlimited contributions from eligible voters.
That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States:
1. Campaign Contributions may only be made by eligible Voters in any federal, state or local election and the amount of such contribution shall be unlimited and disclosed.
2. Congress and the several States shall have the power to enforce, by appropriate legislation, the provisions of this article.
3. This amendment shall take effect one year after the date of ratification.

Voter Campaign Finance Reform Amendment

Proposing an amendment to the Constitution of the United States making campaign contributions unlimited, disclosed and only from eligible voters in the same election.

That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States:

  1. Campaign Contributions in federal, state or local elections may only be made by those who may vote in the same election and such contributions shall be unlimited and disclosed.
  2. Congress and the several States shall have the power to enforce, by appropriate legislation, the provisions of this article.
  3. This amendment shall take effect one year after the date of ratification.

Voter Campaign Finance Reform provides for unlimited free speech that is disclosed and only from those who may vote in the same federal, state and local elections.

For those who think we are trying to limit your free speech, Wake Up. Today being able to vote or contribute in an election is limited in a number of ways:

a) Contributions in national elections are limited from individuals to a few thousand dollars.
b) Foreign Nationals may not contribute in our state or federal elections and they may not vote.
c) Companies that are government contractors may not contribute in our elections and may not vote.
d) Minors are not allowed to contribute in our elections and may not vote.
e) Most Corporations and labor unions may not contribute and may not vote in our elections.
f) Voting is restricted to a defined electorate for each election usually based upon where you live.
g) In some elections the electorate is a precinct and sometimes it is the United States.
g) We all may want to vote in the Iowa Caucuses 0r the New Hampshire Primaries but we may not.
h) Some of us would like to vote in all parties’ primaries, but only one vote in one primary is allowed.

After ratification of Voter Campaign Finance Reform campaign contributions will be disallowed if not from those able to vote in the same election. Costs will be saved by both regulated and regulators as data required for compliance is already being collected and processed.  And the data set will be much smaller.

The amendment will not prevent anyone from volunteering his time or making contributions that are not reportable to the Federal Election Commission.  No ones’ freedom of speech will be abridged or restricted in any election. Only paid speech from outside the electorate will be stopped.

Political Action Committees composed of eligible voters in the same election will be unaffected. The amendment will nurture more local election speech from those who decide the election with their votes. Local election speech will no longer compete with national commercial self interested speech.  Our Congress and state legislatures will be empowered and mandated to enact legislation based upon merit and not upon bankroll.  Keep in mind 75% of our US Reps now receive over 50% of their campaign contributions from national commercial self-interests. These national commercial self-interests have led US incursions into historical black holes like Vietnam & Iraq.

There is an opportunity to get this Constitutional Amendment accomplished in this Presidential election cycle.  If Presidential Candidates embrace this amendment and receive a boost in the polls, we will get this amendment ratified much sooner than later.  Remember to question any and all candidates at all public events to endorse our proposed Voter Campaign Finance Reform Amendment.  The reasons for them to do so are overpowering.  Polls show that 84% of Democrats and Republicans want strong fundamental campaign finance reform. 80% of Americans are against Citizens United decision.  Voter Campaign Finance Reform Amendment fixes both with 80% approval.  The first candidate that embraces No Vote, No Contribution nvnc.us may win the day. Lets find the Founders in all of us.

Voter Campaign Finance Reform is different from all other proposed amendments.  It is simple and logical limiting potential contributors to potential voters. If our founding fathers had consulted some founding mothers this may not be a problem today. After ratification all future legislation arises from need, not greed.
